Shiawassee County board to weigh $122,055 SRESD tech deal July 15

The Shiawassee County Board of Commissioners will take up a two-year technology support contract with the Shiawassee Regional Educational Service District worth $122,055 when it meets at 5 p.m. Tuesday, July 15, according to the meeting agenda posted by the county.

The item comes from the Finance and Administration Committee, chaired by Commissioner Garber. The agenda asks the board to approve the SRESD contract and authorize the board chair to execute it. A separate item from the Health and Human Services Committee asks the board to approve a technology services contract between the county, for the Health Department, and SRESD for the period of July 1, 2026 to June 30, 2028, and to authorize the board chair to sign all necessary documents. The agenda does not list a dollar figure for the Health Department contract.

The meeting opens with an audit presentation by Ken Talsma of Anderson, Tackman & Company, PLC. The Finance and Administration Committee is also recommending that the board adopt the 2025 audit and place it on file.

Also on the finance list: adoption of proposed Community Development Block Grant policies covering conflict of interest, complaints, fraud prevention and fair housing, which the agenda states would apply only to the use and administration of the CDBG Infrastructure Grant for Creek Pointe. The committee is also forwarding Resolution #26-07-13, which would submit a millage proposition for Senior Citizens Services to a vote of the electorate.

From the Economic and Physical Development Committee, chaired by Commissioner Howard, the board will consider appointing Adam Lawrence to the Zoning Board of Appeals and approving a contract between FLB Collective and Shiawassee County for third-party administrator services for the county housing rehabilitation program. The agenda does not list a dollar amount for that contract.

The Public Safety and Courts Committee, chaired by Commissioner Haley, has six items. They include refilling an animal control officer position; authorizing the Municipal Employees' Retirement System to allow Sheriff's Deputy Ryan Hall to purchase 12 months of service credit as requested; approving a contract between Father Flanagan's Boys' Home (Boystown) and Shiawassee County for youth treatment; and replacing the deputy probate register at a grade 5, the part-time guardian ad litem at a grade 3, the family court financial advisor at a grade 5 and the register at a grade 4, all as presented.

The board is also scheduled to approve the minutes of the June 17, 2026 board meeting, approve bills, and approve minutes from the July 13 Economic and Physical Development and Finance and Administration committee meetings and the July 14 Public Safety and Courts and Health and Human Services committee meetings. Chairman Brodeur is listed to call the meeting to order, Commissioner Haley to give the invocation, and Administrator Dr. Boggs is on the agenda for a report.

What happens next

The board meets at 5 p.m. July 15. The agenda includes two public comment periods, each limited to three minutes per speaker, one before committee reports and one before adjournment. Votes on the contracts, appointment and staffing items will be recorded at that meeting.
